- Preheat oven to 350°F (175°C). Cook rice according to package directions; cool slightly.
- In a large bowl, combine tomato sauce, 1/2 cup salsa, onion, egg, celery, parsley, cilantro, garlic, chili powder, salt, and pepper. Stir in the cooked rice.
- Add the ground beef and ground turkey to the bowl. Mix lightly but thoroughly.
- Shape the mixture into two 8x4-inch loaves in a greased 15x10x1-inch baking pan. Bake until a thermometer inserted in the center reads 160°F (71°C), about 1 to 1-1/4 hours.
- Spread the remaining 1 cup of salsa over the top of the loaves and sprinkle with cheese. Bake until the cheese is melted, about 5 minutes.
- Let stand for 10 minutes before slicing and serving.

This meatloaf is great for meal prepping. You can bake it ahead of time and reheat individual slices for quick lunches or dinners throughout the week. It also freezes well.
