- Preheat your oven to 350 degrees F (175 degrees C). Lightly spray a 9x13-inch baking dish with cooking spray.
- Heat a large skillet over medium-high heat. Add the ground beef and cook, stirring occasionally, until it is almost browned and crumbly, about 5 minutes. Add the diced onion and continue to cook and stir until the beef is fully browned and the onion is softened, about 5 more minutes.
- Stir the water and taco seasoning mix into the beef and onion mixture. Bring to a simmer and cook until the water has evaporated, about 5 minutes.
- Arrange the flour tortillas in the prepared baking dish. Spoon half of the ground beef mixture over the tortillas. Spread half of the corn over the beef layer, then top with one-third of the Cheddar cheese. Crush the tortilla chips over the cheese layer.
- Repeat the layers with the remaining ingredients, finishing with the remaining Cheddar cheese, diced tomatoes, and chopped olives.
- Bake in the preheated oven for 15 to 20 minutes, or until the casserole is heated through and the cheese is melted.

To make ahead, prepare the ground beef mixture and store it in an airtight container in the refrigerator for up to 3 days. Assemble the casserole just before baking.
